Introduction

Today, digital technologies is transforming today’s societies and economies. An important aspect of this is the change in citizens’ and businesses’ expectations about their interaction with governments. But meeting these new expectations poses a great challenge for governments. It requires the digital transformation of governments themselves; failing to adapt could undermine the social contract. To rise to this challenge, governments need to change the way they work and organise themselves, and ensure they have the skill sets needed to use new digital tools, work collaboratively and engage with citizens and businesses. This will require, among others, creating or updating relevant legal, regulatory and governance frameworks. e-Government/Digital Government and Smart Administrations track aims to contribute to fields that are related to digital transformation in Government based on new technologies such as Artificial Intelligence (AI), blockchain, big data, cloud computing. New approaches, applications, models or methods related to the topic of this track are encouraged to apply to the track.

Biography of the Chair

Dr.Türksel Kaya Bensghir has been working as a Professor of Business Administration at Ankara Hacı Bayram Veli University since September 2018. Dr. Bensghir, worked as an MIS and eGovernment academician in TODAİE- Turkey and Middle East Public Administration between 1987-2018. She worked as the founding manager of TODAİE e-Government Center (eDEM) between 2009-2011 at TODAIE. Between 2014-2017, Dr. Bensghir worked as an eGovernment Specialist at United Nations Public Administration Specialists Committee (Unites Nations CEPA). Bensghir is giving lectures at various universities on MIS, digital transformation, e-government and cyber security management, artificial intelligence applications in enterprises and makes researches in these areas; publishes books, articles and papers.(t.bensghir@hbv.edu.tr)
